എട്ട് മാസം മുൻപാണ് ഓഫിസിൽ ഫർണിച്ചറുകളും ഇരിപ്പിടങ്ങളും ഒരുക്കിയത്. മുറ്റം ഇന്റർലോക്ക് ചെയ്ത് മനോഹരമാക്കി. കെട്ടിടത്തിന് പെയിന്റടിക്കുകയും പൂന്തോട്ടം ഒരുക്കുകയും ചെയ്തു. ഓഫിസിനകത്തും പുറത്തും പൊതുജനങ്ങൾക്ക് പ്രത്യേകം ഇരിപ്പിടങ്ങളും സജ്ജീകരിച്ചു. ഒട്ടേറെപ്പേരുടെ കൂട്ടായ പരിശ്രമത്തിലാണ് ഈ മാറ്റങ്ങൾ യാഥാർഥ്യമായത്.

എന്നാൽ സൗകര്യങ്ങൾ മെച്ചപ്പെട്ടെങ്കിലും സ്ഥലപരിമിതിയാണ് ഓഫിസ് നേരിടുന്ന പ്രധാന വെല്ലുവിളി. 2011ൽ അന്നത്തെ എംഎൽഎയും മന്ത്രിയുമായിരുന്ന കെ.പി. മോഹനന്റെ ശ്രമഫലമായാണ് ടൗണിന് സമീപം പുതിയ വില്ലേജ് ഓഫിസ് കെട്ടിടം നിർമിച്ചത്. അന്നത്തെ മന്ത്രി തിരുവഞ്ചൂർ രാധാകൃഷ്ണനായിരുന്നു ഉദ്ഘാടനം നിർവഹിച്ചത്. ഓഫീസർക്ക് ഒരു മുറി, ജീവനക്കാർക്ക് ഒരു മുറി, രേഖകൾ സൂക്ഷിക്കാൻ പ്രത്യേക മുറി, ചെറിയ വരാന്ത എന്നിവയാണ് കെട്ടിടത്തിലുള്ളത്. 73 ചതുരശ്ര മീറ്റർ വിസ്തൃതിയുള്ള കെട്ടിടത്തിൽ യോഗങ്ങൾ നടത്തുന്നതിനുപോലും മതിയായ സൗകര്യമില്ല.

ബൂത്ത് ലെവൽ ഓഫീസർമാർ ഉൾപ്പെടെയുള്ളവരുടെ യോഗങ്ങൾ ചേരാൻ സ്ഥലമില്ലാത്തത് പ്രയാസം സൃഷ്ടിക്കുന്നുണ്ട്. കിണറില്ലാത്തതിനാൽ കഴിഞ്ഞ 15 വർഷമായി സമീപത്തെ വീട്ടിൽനിന്നാണ് ഓഫിസിലേക്ക് വെള്ളമെടുക്കുന്നത്. ഓഫിസിനകത്ത് ശുചിമുറിയുണ്ടെങ്കിലും പൊതുജനങ്ങൾക്കായി പുറത്തൊരു സംവിധാനമില്ലാത്തതും പരിമിതിയാണ്.

ഓഫിസിന് മുകളിൽ മിനി ഹാൾ നിർമിക്കണമെന്ന ആവശ്യവും ഉയരുന്നുണ്ട്. ഇത് യാഥാർഥ്യമായാൽ വിവിധ യോഗങ്ങൾക്കും മറ്റ് ആവശ്യങ്ങൾക്കും സൗകര്യമാകും. എന്നാൽ കെട്ടിടത്തിന്റെ വിസ്തൃതിയും സാങ്കേതിക പരിമിതികളും ഇതിന് തടസ്സമാണ്. 100 ചതുരശ്ര മീറ്ററിൽ കുറയാത്ത കെട്ടിടങ്ങൾക്കു മാത്രമേ നവീകരണ ഫണ്ട് ലഭ്യമാക്കാൻ കഴിയൂ എന്നതും വെല്ലുവിളിയാകുന്നു.

ഫ്രണ്ട് ഓഫിസ് സംവിധാനം, വിശ്രമകേന്ദ്രം, ശുദ്ധജല വിതരണം, ആധുനിക ശുചിമുറി, ഭിന്നശേഷിക്കാർക്ക് റാംപ്, പ്രത്യേക ശുചിമുറി തുടങ്ങിയ സൗകര്യങ്ങൾ കൂടി ഒരുക്കുന്നതാണ് സമ്പൂർണ സ്മാർട്ട് വില്ലേജ് ഓഫിസ് പദ്ധതി. ഈ സൗകര്യങ്ങൾ ലഭ്യമാകണമെങ്കിൽ നിലവിലെ പരിമിതികൾ പരിഹരിക്കേണ്ടതുണ്ട്.

കെ.പി. ലേഖയാണ് പാനൂർ വില്ലേജ് ഓഫിസർ. പാട്യം വില്ലേജിന്റെ അധിക ചുമതലയും ഇവർക്കാണ്. ഒരു വില്ലേജ് അസിസ്റ്റന്റ് അവധിയിലാണ്. രണ്ട് വില്ലേജ് ഫീൽഡ് അസിസ്റ്റന്റുമാർ, ഒരു സ്പെഷൽ വില്ലേജ് ഓഫിസർ, പാർട്ട് ടൈം ശുചീകരണ ജീവനക്കാരി എന്നിവരടങ്ങുന്നതാണ് നിലവിലെ ജീവനക്കാരുടെ സംഘം.

നാട്ടുകാരുടെയും പ്രവാസികളുടെയും സഹകരണത്തോടെ ഒട്ടേറെ സൗകര്യങ്ങൾ ഒരുക്കാൻ കഴിഞ്ഞിട്ടുണ്ടെന്നും ശുദ്ധജല വിതരണ സംവിധാനം ഇല്ലാത്തത് വലിയ പ്രയാസമാണെന്നും വില്ലേജ് ഓഫിസർ കെ.പി. ലേഖ പറഞ്ഞു

These changes became reality through collective effort of many people. However though facilities improved space constraint is main challenge faced by office. New village office building near town was constructed in 2011 as result of efforts of then MLA and minister KP Mohanan. Then minister Thiruvanchoor Radhakrishnan inaugurated. Building has one room for officer one room for staff separate room for keeping records small verandah. Building with 73 sq meter area does not have enough facility even to conduct meetings. Lack of space to hold meetings including Booth Level Officers creates difficulty. Since there is no well water is taken from nearby house for last 15 years. Though there is toilet inside office lack of system outside for public is also limitation. Demand is also rising to build mini hall above office. If it becomes reality it will be convenient for various meetings and other needs. But extent of building and technical limitations are obstacle to it. Only buildings not less than 100 sq meter can get renovation fund is also challenge. Complete Smart Village Office project includes front office system rest centre pure water supply modern toilet ramp for differently abled special toilet etc. To get these facilities current limitations need to be resolved. KP Lekha is Panoor Village Officer. She also has additional charge of Patyam village. One village assistant is on leave. Current staff team consists of two village field assistants one special village officer part time cleaning staff. Village Officer KP Lekha said many facilities could be arranged with cooperation of locals and expatriates and lack of pure water supply system is big difficulty.
